The practice of charcoaling he refers to is the illegal felling of trees to make charcoal, which is then sold on to passing trucks bound for the cities. It is a huge problem around all the parks, especially Banhine and Zinave, so confiscating and destroying the chainsaws is a step towards eradicating this practice.
